Establishes a comprehensive public funding program for state house of representatives elections beginning with the 2016 election, funded through the Hawaii election campaign fund.

Requires candidates seeking public funds to collect at least 200 qualifying names and 250 qualifying contributions of $5 each from registered voters in their district before certification.

Limits candidates receiving public funds to only those funds for campaign expenses and prohibits acceptance of private contributions, loans, or political party contributions during the election period.

Imposes penalties including three times the public funding received for candidates who violate contribution restrictions and three times excess expenditures for those spending over 100% of allocated funds.

Appropriates funds to the campaign spending commission for fiscal years 2015-2016 and 2016-2017 to prepare for public financing implementation, with an effective date of July 1, 2050.
