Creates a civil cause of action under Chapter 663, Hawaii Revised Statutes, for persons injured by feral birds when another person feeds those birds.

Person who feeds feral birds is liable for damages if the feral birds proximately cause personal injury or property damage to another person.

Injured parties may seek injunctive relief to restrain further bird feeding violations, and prevailing parties are entitled to recover court costs and reasonable attorney's fees.

Defines "feed" as providing, placing, distributing, or exposing food including grain, seeds, breadcrumbs, or garbage for the purpose of eating.

Exempts federal, state, and county employees acting in their official duties from liability under this section.
