Requires the superintendent of education to convene a working group to study methods to prevent or control truancy in elementary schools.

Working group membership includes the chief justice of the supreme court (or designee), representatives from public/private/charter schools, law enforcement, youth service providers, parent groups, and community organizations, with maximum of 11 members.

Working group shall develop guidelines for establishing community truancy boards, review existing truancy programs in Washington, California, Missouri, and Rhode Island, and consult with the department's peer mediation program.

Working group shall define terms like "chronically truant" and "habitually truant," determine board membership and triggering situations, and establish scope of community truancy board review.

Working group shall report findings and recommendations to the legislature no later than 20 days before the 2014 regular session and shall be dissolved on June 30, 2014.
