Authorizes the Office of Hawaiian Affairs to conduct a financial review of the State's compliance with Section 5 of Act 178, Session Laws of Hawaii 2006.

Requires the Department of Land and Natural Resources to provide annual accounting of receipts from public trust lands, including gross amounts, OHA transfers, state retention amounts, fund destinations, land parcel identification, and receiving agencies.

Mandates that the Department of Land and Natural Resources, Department of Budget and Finance, and other relevant agencies provide full cooperation and respond within 30 days to all financial review requests from OHA, including providing records and information.

Requires OHA to submit findings, recommendations, and any proposed legislation from the financial review to the legislature no later than 20 days before the 2015 regular session convenes.

Funding for the financial review shall be provided by OHA in an amount determined by OHA, and the Act takes effect upon approval.
