Requires the Office of Hawaiian Affairs to establish, design, and administer a training course on native Hawaiian and Hawaiian traditional and customary rights, natural resource protection and access rights, and the public trust.

Makes training mandatory for members of 11 specified state boards, councils, and commissions including the Land Use Commission, Board of Land and Natural Resources, Commission on Water Resource Management, Environmental Council, and Board of Agriculture, among others.

Requires newly appointed members to complete the training within six months of their initial appointment at no cost to the appointees.

Directs the Office of Hawaiian Affairs to offer the training course at least twice per year and requires the Governor to provide the names of appointees to the Office of Hawaiian Affairs within 30 days of appointment.

Allows other state and county officers, representatives, and employees not subject to mandatory training to voluntarily request enrollment in the course.
