HI HB221

Establishes five island burial councils (one each for Hawai'i, Maui/Lānai, Moloka'i, O'ahu, and Kaua'i/Ni'ihau) within the Department of Land and Natural Resources to implement native Hawaiian burial site protections.

Sets council composition at nine members each, except Kaua'i/Ni'ihau council which shall have eleven members, with no more than three representatives from development and large property owner interests and at least one representative from each identified geographic region.

Requires regional representatives to be selected from the Hawaiian community based on their understanding of Hawaiian culture, history, burial beliefs, customs, and practices.

Specifies that a majority of all members entitled to serve on each council constitutes a quorum, and council actions require concurrence of a majority of members present at a meeting.

Requires existing council members to complete their current terms, with all future appointments filled according to the new provisions of this Act.
