Authorizes liquor commissions to conduct alcohol abuse treatment, prevention, and education programs, removing previous restrictions that limited such programs to commission staff, commissioners, adjudication board members, licensees, and their employees.

Allows liquor license fees and fines collected by liquor commissions to be used to fund alcohol abuse education, prevention, and treatment programs in addition to operational and administrative costs.

Grants liquor commissions the power to provide funding to counties for public and private programs designed to prevent and treat alcohol abuse within their respective counties.

Removes the previous 10% annual cap on fines that could be used for public liquor-related educational or enforcement programs.

Changes take effect upon the Governor's approval.
