Establishes licensing requirements for commercial dog breeders, defined as persons owning more than 10 female dogs with intact sexual organs over 6 months old for breeding purposes.

Limits commercial dog breeders to a maximum of 50 dogs with intact sexual organs over 6 months old at any time.

Requires commercial dog breeders to provide necessary veterinary care, adequate rest between breeding cycles, regular exercise, sufficient food and clean water, adequate housing with protection from elements, and sufficient space for each dog.

Mandates record-keeping for each dog including date of birth, breeding dates, litter sizes, and disposition of offspring, retained for 3 years after death or transfer.

Establishes Department of Commerce and Consumer Affairs enforcement authority with powers to conduct inspections, issue cease-and-desist orders, and impose civil penalties up to $1,000 per day for unlicensed operation and up to $2,000 per violation for licensees; establishes misdemeanor criminal penalties for violations.
