Amends Hawaii Revised Statutes Section 132-9 to modernize county fire chiefs' authority to review building plans and require compliance with fire codes and life safety standards.

Replaces outdated language from over thirty years ago that listed specific building types (hospitals, hotels, schools, etc.) with a broader definition authorizing fire chiefs to review plans for construction, alteration, rehabilitation, or additions to any building, structure, or property.

Expands fire chief jurisdiction to include change of use or occupancy of buildings and installation or alteration of life safety or fire protection systems.

Requires that no work may commence on any project until plans and specifications are approved by the county fire chief and other agencies having jurisdiction and approved permits are issued.

Applies to the State, counties, other municipal subdivisions, their officers, and private persons, with effectiveness for any building plans submitted after the act's approval date.
