Establishes annual reporting requirement for the Native Hawaiian Roll Commission to submit reports to the governor and legislature no later than twenty days before each regular legislative session, beginning in 2014, detailing roll preparation status, expenditures, and recommendations.

Adds "confidential" designation to the Native Hawaiian roll maintained by the commission and amends the definition of "qualified Native Hawaiian" to include individuals meeting ancestry requirements of Kamehameha Schools or the Hawaiian registry program of the office of Hawaiian affairs.

Changes grammatical reference in the definition from "who" to "whom" in describing qualified Native Hawaiians and clarifies verification documents for ancestry, cultural/social/civic connection, and age shall remain confidential.

Repeals Section 3 of Act 195, Session Laws of Hawaii 2011, which directed amendment of the Hawaiian Homes Commission Act, 1920, subject to United States Congress approval.

Effective date set for January 1, 2100.
