Amends Hawaii Revised Statutes Section 706-670(5) to require supervised parole release prior to expiration of maximum prison sentence for prisoners approved for parole, notwithstanding court-ordered minimum sentences.

Establishes mandatory release timelines based on felony class: 18 months before maximum term for Class A felonies, 12 months for Class B felonies, and 6 months for Class C felonies.

Prohibits incarceration beyond the expiration of a prisoner's maximum term of imprisonment.

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.

Takes effect upon approval.
