Establishes an earned-time program allowing incarcerated persons in Hawaii or contracted mainland facilities to earn credit toward reducing their minimum term of imprisonment set by the Hawaii paroling authority.

Eligible offenders can earn time by demonstrating rehabilitation progress through work, vocational training, social adjustment, counseling, therapeutic programs, and education or literacy programs.

Requires the Department of Corrections to conduct annual reviews of each incarcerated person's performance and may grant, withhold, withdraw, or restore earned-time deductions based on progress.

Earned-time deductions vest upon being granted, and if annual reviews change the vested amount, the director must notify crime victims of adjusted minimum term completion dates.

Effective date is July 1, 2014.
