Creates new chapter establishing statewide procedures for eyewitness identification in criminal investigations, including requirements for photo lineups, live lineups, and showups.

Requires law enforcement to conduct blind or blinded identification procedures whenever practicable, record eyewitness descriptions and confidence statements, use multiple fillers resembling suspect description, and keep eyewitnesses separated.

Mandates video recording of identification procedures with audio or written alternatives when impracticable, including documentation of administrator identity, procedure details, and all identification results.

Grants defendants right to pretrial evidentiary hearing to challenge eyewitness identification reliability and allows courts to suppress identification evidence if law enforcement failed to comply with procedures or contamination occurred.

Requires county police departments to create training programs for officers on eyewitness identification methods and scientific findings; effective January 1, 2014.
