H.B. 31 Summary

• Amends Hawaii Revised Statutes Section 711-1101(1) to modify the disorderly conduct offense by changing "alarm or cause physical inconvenience or alarm by" to "alarm or cause physical inconvenience to" a member of the public.

• Replaces archaic language by changing "which" to "that" in subsections (c) and (d) regarding offensively coarse behavior and hazardous conditions.

• Maintains all five elements of disorderly conduct offense: fighting/threatening, unreasonable noise, abusive language likely to provoke violence, hazardous conditions, and obstructing persons for purposes of begging.

• Does not affect rights, duties, or proceedings that occurred before the effective date.

• Takes effect July 1, 2050.
