Establishes a project verification process requiring responsible agencies to provide statements of full concurrence, qualified concurrence with mandatory amendments, or opposition before projects appear on the website for pledging.

Requires pledgers to register, verify identification, and submit a deposit (greater of $25 or 10% of pledge amount) into a crowdfunding trust fund, with individual pledges capped at 10% of total project cost.

Specifies that pledged funds are only released to the responsible agency after the full estimated project cost is pledged and all pledgers submit their balance within 60 days; pledgers forfeit deposits if they fail to pay and can receive refunds with interest or apply deposits to other projects.

Requires the crowdfunding website to publish semiannual updates on funded projects including project status, expenditures, procurement steps, environmental and historic preservation issues, contractor names, and construction timelines.
