Mandates the auditor to conduct a financial and management audit of the Department of Education's administration, including all levels from complex area superintendents through the superintendent of education.

Audit shall examine in depth the effectiveness and efficiency of the department's administrative operations, organization, management, and fiscal operations with emphasis on spending and accountability.

Auditor may examine school-level operations only if deemed necessary to properly audit the department's administration.

Auditor must submit completed audit report to the legislature no later than twenty days prior to the convening of the regular session of 2015.

Appropriates $1,000,000 from general revenues for fiscal year 2013-2014 to conduct the audit; takes effect July 1, 2013.
