University of Hawaii at Hilo College of Continuing Education and Community Service shall establish a three-year pilot assessment program for grades 7-9 students in public and charter schools on Hawaii Island.

Assessment program must be empirically-based, aligned with Common Core State Standards, and evaluate student performance in English, mathematics, reading, and science with multi-layered reporting.

Program includes consulting services to support implementation and provide staff and school complex-area assistance.

University must conduct a concurrent study of existing public school programs designed to enhance educational delivery and determine their effectiveness.

Progress report due to legislature by January 2014 and final report with legislative recommendations due by January 2016; pilot project repeals June 30, 2016.
