Adds new section 444- to Hawaii Revised Statutes allowing the contractors license board to accept equivalent knowledge, training, or experience in lieu of specific experience requirements, including self-employed or unlicensed experience.

Requires the board to investigate and verify the equivalent experience and make a detailed written finding that is available for public inspection.

Amends section 444-11(a)(2) to reference the new provision allowing equivalent experience rather than specifically permitting only self-employed or unlicensed experience that can be verified.

Makes minor technical corrections including changing "which" to "that" in reference to joint ventures.

Takes effect upon approval.
