Requires parents of minor mothers or minor fathers to contribute financially to the support of their grandchildren according to their financial means.

Grandparent financial obligation continues until they are no longer legally responsible for supporting the minor parent or until both the minor mother and father become emancipated.

Aligns Hawaii law with the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and similar grandparent liability statutes enacted in at least thirteen other states.

Aims to reduce welfare dependency by encouraging family support and holding teenage parents accountable while strengthening familial bonds.

Takes effect upon approval.
