Amends Hawaii Revised Statutes Chapter 712 to clarify that gambling activities offered incident to the purchase of goods or services constitute gambling.

Expands the definition of "something of value" in gambling law to include purchases of items or services that entitle a person to participate in a gambling scheme or use a gambling device.

Adds that entries, credits, or play points extending or permitting the privilege of playing a game of chance without charge constitute something of value.

Addresses the practice of establishments circumventing gambling laws by disguising gaming activities as part of goods or services purchases, where participants often ignore the purchased item and proceed directly to gaming.

Becomes effective July 1, 2030.
