Establishes limited immunity from prosecution for possession of controlled substances or drug paraphernalia when a person witnesses a drug-related overdose and summons medical assistance.

Provides immunity to individuals who experience a drug-related overdose themselves if evidence of drug possession is discovered only as a result of seeking medical assistance.

Excludes from immunity protections anyone who sold drugs to the overdose victim.

Defines "drug-related overdose" as an acute medical condition resulting from ingestion of alcohol and/or controlled substances in excessive quantities that may cause death, disability, or serious injury.

Takes effect July 1, 2013.
