Requires all child care facilities caring for children under one year of age (family child care homes, group child care centers, group child care homes, and infant and toddler child care centers) to develop, maintain, and implement written safe sleep policies to prevent sudden infant death syndrome and sudden unexpected infant deaths.

Directs the Department of Human Services to adopt rules establishing standards for safe sleep policies in these child care facilities.

Establishes a task force consisting of legislators, department representatives, and providers (adult day care centers, adult residential care homes, and community care foster family homes) to address issues during the transition of home and community-based facility oversight from the Department of Human Services to the Department of Health.

Requires the task force to submit findings, recommendations, and any proposed legislation to the legislature at least twenty days before the 2014 regular session convenes.

Task force terminates on June 30, 2014; the Act takes effect upon approval.
