Requires motor vehicle insurers to advise the Insurance Commissioner by July 1, 2014 of the electronic method they will use for reporting liability coverage information.

Mandates all insurers report liability coverage information for existing motor vehicle insurance policies registered in Hawaii to the Commissioner by January 1, 2015, with possible extension to July 1, 2015 for smaller insurers or those with unusual circumstances.

Requires insurers to electronically report all new motor vehicle insurance policies and liability coverage information to the Commissioner within thirty days of the effective date of coverage after December 31, 2014.

Mandates insurers report cancellations, nonrenewals, and changes to previously reported policy information to the Commissioner within forty-five days of the effective date of such changes.

Authorizes the Insurance Commissioner to adopt rules under Hawaii law establishing acceptable timeframes and approved methods for reporting insurance information.
