Establishes a statewide registry of persons convicted of felony animal abuse offenses, modeled after sex offender registries, with registration requirements lasting 15 years from conviction date.

Requires covered offenders to register with their county police chief within 11 days of arriving in Hawaii and reregister within 10 days of moving to a new location.

Mandates registration information include name, aliases, date of birth, address, employment details, photograph, fingerprints, and physical description (excludes social security number from public access).

Requires police chiefs to notify residences, schools, humane societies, and animal shelters within half-mile radius of offender's location within 10 days of initial registration.

Makes violation of registration requirements a class C felony and appropriates unspecified funding for fiscal years 2013-2014 and 2014-2015 for program establishment and operation; effective January 1, 2014.
