Allows individuals to change the gender designation on their Hawaii birth certificate by obtaining a certified copy of a Hawaii court order directing the Department of Health to make the change.

Requires court orders for gender designation changes to establish medical evidence, including intersex conditions, surgical, hormonal, or other gender transition treatment, or documentation that the original gender was entered incorrectly.

Directs the Department of Health to establish a new birth certificate for approved gender designation changes rather than amending the original certificate.

Permits individuals to change both their gender designation and legal name on the birth certificate when a certified court order and legal name change document are provided.

Does not allow the Department of Health to require additional medical information or records beyond what is established by the court order when issuing new birth certificates for gender designation changes.
