Appropriates funds for the Interdisciplinary Hawaii Health Systems Corporation Primary Care Training Program at Hilo Medical Center to address the shortage of primary care providers in Hawaii.

Establishes an interdisciplinary team-based care model where teams of caregivers can treat four times as many patients as independent practicing physicians.

Provides funding for the program through the University of Hawaii at Hilo College of Pharmacy to improve access to healthcare throughout the state.

Received broad support from healthcare organizations including Hawaii Health Systems Corporation, Healthcare Association of Hawaii, and Hawaii Medical Service Association.

Recommends passage to Second Reading and referral to the Committee on Ways and Means.
