Amends Hawaii Revised Statutes section 21G-3(b) to require the joint legislative access committee to base criteria for selecting legislative proceedings to broadcast on matters of public interest.

Addresses instances where legislative proceedings with significant public impact and interest have not been broadcast due to requests from committee chairs.

Establishes that broadcast selection criteria must be related to public interest rather than allowing discretionary exclusion of proceedings.

Takes effect upon approval.
