Allows eligible customer-generators in net energy metering agreements to donate unused electricity credits to charitable organizations (as defined in HRS section 467B-1) instead of forfeiting them to the utility company.

Recipient charitable organizations receive a reduction on their electricity bills equal to the amount of donated credits, regardless of whether they participate in net energy metering agreements themselves.

Unused credits for excess electricity that remain after the twelve-month reconciliation period may be donated rather than carried over or retained by the electric utility.

Amends HRS section 269-106 to establish the donation mechanism for excess net energy metering credits.

Takes effect on July 1, 2013.
