Office of Planning shall contract with a consultant for up to two years to develop a statewide greenways and trails plan.

Plan development must include identifying stakeholders and interest groups for each island, involving the public in identifying opportunities and barriers, and providing outreach education about greenways value.

Plan shall establish a framework for statewide greenways implementation including state-level positions or programs, a permanent funding mechanism at the state level, and monitoring procedures to evaluate progress.

Appropriates unspecified amount from general revenues for fiscal years 2013-2014 and 2014-2015 to fund the consultant contract.

Act takes effect January 1, 2857 (apparent typographical error in the bill).
