Amends Hawaii's procurement code to exempt governmental bodies from competitive procurement requirements when procuring fresh meat, produce, animals, and plants for use by any governmental body.

Modifies Section 103D-102(b)(4)(D) to expand the existing Kalaupapa settlement meat and foodstuff exemption to include fresh meat and produce, and animals and plants for all governmental bodies.

Repeals Section 103D-104.5, which had previously required fresh meats, produce, animals, and plants to be subject to procurement code requirements with limited exemptions.

Allows state agencies to procure local agricultural products without going through competitive bidding processes, intended to promote food sustainability and self-sufficiency.

Effective date: July 1, 2030.
