Prohibits state and county law enforcement agencies and officers from engaging in patterns or practices of conduct that deprive individuals of constitutional rights or protections based on race, ethnicity, national origin, immigration or citizenship status, sexual orientation, gender identity, or religion.

Makes biased-based profiling a civil rights violation and establishes that discrimination in law enforcement has no place in policing.

Committee removed language that would have prohibited detaining individuals based on noncriminal factors unless pursuant to court order.

Sets an effective date of January 1, 2050, with the stated intent to encourage further discussion on the measure.

Received support from the Department of Public Safety, Hawaii Civil Rights Commission, American Civil Liberties Union of Hawaii, and law enforcement agencies, with opposition from the Department of the Attorney General.
