Requires newly appointed adjutants general to have at least five years of service as an active commissioned officer in the Hawaii National Guard (Army, Air, or both) effective July 1, 2013.

Maintains existing requirement that adjutants general hold a field grade officer commission federally recognized in the National Guard or armed forces, with at least ten years total commissioned service.

Grandfathers the current adjutant general and any adjutant general serving on the effective date, allowing them to continue serving and be reappointed without meeting the new five-year Hawaii National Guard requirement.

Amends Hawaii Revised Statutes Section 121-7 to codify the new qualification standards for future adjutant general appointments.
