Amends Section 356D-42 of Hawaii Revised Statutes to require the housing authority to include the value of all motor vehicles registered to any tenant when determining eligibility for state low-income housing.

Requires that motor vehicle values be counted toward the tenant's annual net income and assets when assessing whether they meet maximum income and asset limits for housing eligibility.

Allows the authority to establish a threshold amount for motor vehicle values that can be excluded when determining eligibility, providing some flexibility in the policy's application.

Maintains existing tenant selection preferences, including first preference for disabled veterans (10% or more disability), their dependent parents, and deceased veterans' widows or widowers.

Effective date is July 1, 2030.
