Authorizes the Department of Human Services to designate temporary nighttime parking lots in each county for homeless individuals living in motor vehicles, in consultation with county mayors and homeless assistance programs.

Requires the Department of Human Services to support procedures for identifying locations suitable for temporary emergency homeless shelters.

Mandates each county to fund government agencies and profit and non-profit organizations that designate and maintain parking lots as temporary emergency shelters.

Appropriates funds to the Department of Human Services to establish and maintain safe overnight parking facilities for homeless persons who would otherwise park on public or private property.

Sets an effective date of July 1, 2050, with the committee noting this date was inserted to encourage further discussion of the measure.
