Amends Hawaii Revised Statutes Section 356D-42 to authorize the Hawaii Public Housing Authority to disqualify applicants and tenants from state low-income housing if they or any household member owns or acquires a home within the State.

Allows the authority to terminate tenancy of existing residents who acquire home ownership within the State, subject to federal law limitations.

Adds "or widower" to existing language granting first preference to disabled veterans, their dependent parents, and surviving spouses.

Requires the authority to adopt administrative rules under chapter 91 to implement these tenant selection provisions.

Effective date is July 1, 2030.
