Establishes an urban growth commission within the department to create and enforce standards for density, building design, infrastructure, and other development standards within urban growth boundaries.

Commission shall convene in 2013 and every five years thereafter, consisting of 11 members including state agency directors, county planning directors, a university faculty member, and three members appointed by the governor, senate president, and house speaker.

Commission members serve without compensation but receive reimbursement for travel and necessary expenses.

Development standards established by the commission shall supersede all state and county development standards within urban growth boundaries, except environmental review requirements under chapter 343.

Development standards remain in effect until amended, replaced, or repealed by a subsequent urban growth commission.
