Requires the Hawaii Health Systems Corporation to obtain written approval from the Governor before executing any agreement to obtain a loan under the Immigrant Investor Pilot Program (EB-5 visa program)

Stipulates that the Corporation may only expend loan proceeds for a project if the Legislature has appropriated funds equal to the loan amount for that project

Requires the Corporation to request the amount necessary to repay the loan in its annual budget submission to the Governor

Establishes executive and legislative oversight of foreign national loans, addressing current authority that allows the Corporation to enter financing agreements under $5,000,000 without prior approval (up to $25,000,000 aggregate annually)
