Expands the definition of "family or household member" to include persons in a dating relationship when considering abuse cases.

Increases minimum jail sentences for abuse of a family or household member from 48 hours to 96 hours for a first offense and from 30 days to 60 days for a second offense within one year of first conviction.

Changes the time period for third or subsequent offenses to be classified as a Class C felony from occurring within two years to occurring within five years of a prior conviction.

Makes abuse of a family or household member a Class C felony when physical abuse occurs in the presence of any family or household member under ten years of age.

Allows police officers to arrest individuals suspected of abusing family or household members to prevent them from returning to the scene after a stay-away order is issued.
