Repeals Chapter 171C of Hawaii Revised Statutes, which established the Public Land Development Corporation (PLDC).

Removes references to the PLDC from the definition of public lands in Section 171-2, excluding PLDC-held or PLDC-set-aside lands from the public lands classification.

Removes the PLDC from the list of entities that can hold conservation easements or receive land conservation funding under Chapters 173A and 206E.

Transfers any unexpended and unencumbered funds appropriated to the Department of Land and Natural Resources under Act 55, Session Laws of Hawaii 2011, to the land conservation fund.

Transfers PLDC-related staff hired under Act 55, Session Laws of Hawaii 2011, to the Department of Land and Natural Resources without loss of benefits or seniority.
