Requires noncandidate committees to disclose the name of each candidate whose nomination for election, election to office, or campaign is supported, opposed, or otherwise intended to be influenced by committee expenditures.

Mandates that noncandidate committee reports include expenditure amounts corresponding to each identified candidate during reporting and election periods.

Requires itemization of expenditures for consultants, advertising agencies, credit card payments, salaries, and candidate reimbursements to allow reasonable determination of ultimate recipient and purpose.

Amends Section 11-335, Hawaii Revised Statutes, to add these disclosure requirements to the schedules filed with noncandidate committee reports.

Takes effect July 1, 2013.
