Repeals the constitutional requirement that the Governor's appointments to the University of Hawaii Board of Regents be made from candidates presented by the Candidate Advisory Council for the Board of Regents.

Amends Article X, Section 6 of the Hawaii Constitution to allow the Governor to nominate Board of Regents members without restriction to the advisory council's candidate pools, subject to Senate confirmation.

Retains the requirement that at least part of the Board's membership represent geographic subdivisions of the State.

Requires voter approval of the constitutional amendment through ballot measure asking whether the candidate advisory council requirement should be repealed.

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
