Repeals eligibility for Employees' Retirement System, Hawaii Employer-Union Health Benefits Trust Fund, and cafeteria plan benefits for OHA officers and employees paid in whole or in part by public land trust funds under Hawaii Revised Statutes section 10-3.

Requires all OHA employees to be subject to the Uniform Information Practices Act (Modified) under Hawaii Revised Statutes chapter 92F.

Authorizes the legislature to make adjustments in wages, hours, benefits, or other terms and conditions of employment for OHA officers and employees.

Committee amended the effective date to January 1, 2113, to allow for further discussion.

Office of Hawaiian Affairs opposed the measure; Committee recommends passage and referral to the Committee on Ocean, Marine Resources, & Hawaiian Affairs.
