Appropriates funds to establish a Youth Gang Response System coordinated by the Department of Human Services Office of Youth Services to address youth gang behavior through a comprehensive statewide community-based effort.

System includes participation from relevant state and county agencies to coordinate response to youth gang issues.

Incorporates six critical elements: law enforcement and intelligence, training and awareness, community intervention, community prevention, information, and evaluation.

Supported by the Department of Education, Honolulu Police Department, Adult Friends for Youth, and concerned individuals; Office of Youth Services provided comments.

Committee on Finance recommends passage on Third Reading.
