Allows temporary restraining orders for domestic abuse to be issued based on sworn oral testimony or complaint submitted electronically (by telephone, radio, or other electronic voice communication) when the applicant cannot appear in person.

Requires sworn oral testimony to be reduced to writing and filed with the court prior to or within one business day after issuance of the ex parte temporary restraining order.

Establishes procedures for electronic temporary restraining orders including contemporaneous audio or stenographic recording of testimony, applicant identification and oath, and court memoralization of order terms on a "duplicate original" form.

Expands harassment restraining order provisions under HH§604-10.5 to similarly allow electronic issuance upon sworn oral testimony or complaint when exigent circumstances exist.

Updates penalty provisions and references to align with new statutory language regarding temporary restraining order violations.
