Permits visiting qualifying patients from other U.S. jurisdictions with valid medical marijuana registry cards to possess and use marijuana for 30 days; visitors staying 31+ days must register with Hawaii's program.

Increases primary caregiver capacity from caring for one to not more than three qualifying patients at any given time, with disclosure requirements and notification obligations for changes.

Transfers medical marijuana program registration and oversight from the Department of Public Safety to the Department of Health and allows primary caregivers to receive reimbursement for costs associated with assisting patients.
