Transfers administration of Hawaii's medical use of marijuana program from the Department of Public Safety to the Department of Health by January 1, 2015.

Establishes a medical marijuana transition advisory group comprised of the director of health, attorney general, and deputy director of law enforcement to make recommendations on the transfer by December 31, 2013.

Creates a medical marijuana registry revolving fund within the state treasury to cover costs of processing registry certificates, authorized positions, database management, and other program implementation expenses funded by registration fees.

Requires the departments of Public Safety and Health to submit a joint report on the transfer plan and timeline to the legislature no later than twenty days before the 2014 regular session.

Repeals this Act on December 31, 2014 if the medical marijuana advisory group's recommendations are not codified in the Hawaii Revised Statutes by December 30, 2014, preventing the transfer from taking effect.
