Prohibits any person from engaging in check cashing business without registration issued by the commissioner of financial institutions, with exemptions for those covered under section 480F-5.

Requires applicants to pay a $500 application fee and submit information including form of organization, tax identification number, proposed business method, and disclosure of any prior injunctions, lending-related misdemeanors, or felony convictions.

Sets registration expiration on June 30 of each calendar year with renewal available for $250 fee if filed by July 1.

Allows registered check cashers to voluntarily surrender registration by providing 30 days written notice to the commissioner with specified information including surrender date, contact details, and reasons for surrender.

Authorizes the commissioner to suspend, revoke, deny, condition, or refuse to renew any registration for violations of this chapter, with actions taken pursuant to chapter 91.
