Exempts out-of-state electricians licensed or certified in another state from Hawaii's electrician licensing requirements under Chapter 448E when performing high-voltage electrical work (480 volts or more) for public utilities.

Requires that out-of-state electricians must hold valid licenses in good standing from their home state or municipality and cannot have had their licenses revoked or suspended for cause.

Allows public utilities holding certificates of public convenience and necessity from the Public Utilities Commission to hire out-of-state electricians for emergency repair work and maintenance work involving high-voltage systems.

Modifies Section 444-9.5 to allow exempted out-of-state electricians to count toward the requirement that at least half of all electrical workers on construction job sites be licensed or otherwise exempt from licensure.

Takes effect July 1, 2013.
