Authorizes persons 21 years of age or older to possess up to one ounce of marijuana and grow up to five plants for personal use, with consumption permitted except in open or public settings.

Establishes licensing system for marijuana establishments including cultivation facilities, product manufacturing facilities, testing facilities, and retail stores, with the Department of Taxation responsible for regulation.

Imposes a 15% excise tax on marijuana sales between cultivation facilities and retail/manufacturing facilities, with the Department of Taxation establishing collection procedures.

Prohibits sale, distribution, or transfer of marijuana to persons under 21, maintains illegal status of marijuana-impaired driving, and preserves employer rights to restrict workplace marijuana use.

Effective July 1, 2013, with the Department of Taxation required to adopt implementing rules within 120 days and begin accepting license applications by July 1, 2014.
