Establishes the Hawaii Kupuna Trust Fund as a separate fund administered by a nonprofit entity with a 501(c)(3) status, funded by state, county, federal appropriations and private contributions.

Creates a seven-member Hawaii Kupuna Trust Fund Advisory Board to oversee grantmaking, develop strategic plans for elderly and vulnerable adult care, and establish funding criteria for the trust.

Authorizes grants for programs addressing elder and vulnerable adult needs including abuse prevention, financial exploitation prevention, fall injury prevention, transportation assistance, and aging and disability resource centers.

Designates the Executive Office on Aging as the lead public agency and grants the Department of Budget and Finance oversight authority with ability to conduct periodic financial audits of the fund.

Takes effect on July 1, 2030, with requirements that state appropriations to the fund may not supplant or diminish funding for existing elderly care and health-related programs.
